About HCAS

Participating health plans include Blue Cross Blue Shield of Massachusetts, Fallon Community Health Plan, Harvard Pilgrim Health Care, Neighborhood Health Plan, Network Health and Tufts Health Plan. A seventh plan, Health New England, joined HCAS in 2006. A board of directors governs HCAS and the organization is managed and operated by an Executive Director.

Lori L. Burgiel, M.B.A.
Executive Director

In April, 2006 Ms. Burgiel was named the first Executive Director of HealthCare Administrative Solutions, Inc.

Prior to this position, Ms. Burgiel spent nine years as the Senior Director of Managed Care Policy for the Massachusetts Hospital Association. In that capacity she represented Massachusetts hospitals and health systems on issues related to policy development, legislation and regulation, finance, hospital operations, contracting, and medical management. She also had been appointed by the state to represent the interests of hospitals on the Massachusetts Emergency Room Diversion Taskforce and the Massachusetts Advisory Committee on Managed Care that advised state leaders on managed care policy issues including those related to health care costs, quality and access.

Ms. Burgiel also worked at Harvard Pilgrim Health Care where she was responsible for negotiation and implementation of hospital and physician managed care contracts. Prior to her work at Harvard Pilgrim she was employed for several years at St. Elizabeth’s Medical Center and Atlanticare Medical Center in the areas of finance and budget.

Ms. Burgiel was a recent member of the Board of Directors of the Massachusetts Chapter of the Healthcare Financial Management Association.

Lainie Kemp
Project Manager

Ms. Kemp has been a Project Manager at HCAS since June 2007. In this capacity, she is responsible for the day to day operations of the multi-payer credentialing project and development and implementation of new projects.

Prior to joining HCAS, Ms. Kemp spent nine years at Partners Community Health Care, Inc. in various roles within the Managed Care Operations Department including the Manager of the Provider Enrollment & Data Management department. Prior to that position, Ms. Kemp was an employee at Concentra Managed Care, Inc as a Physician Liaison in the Utilization Review department.

Ms. Kemp holds a Bachelor of Science degree from Quinnipiac College in Health Care Administration.

Erin MacDougall
Administrative Assistant

Ms. MacDougall has been with HCAS since August 2007 in the role of Administrative Assistant.

Prior to this position, Ms. MacDougall worked at Blue Cross Blue Shield of Massachusetts in the Member Service Organization. In this capacity, she was an Administrative Assistant, Quality Coach Supervisor and a Customer Service Associate.
